MOM Investigating About 45 Companies Over Suspected Work Pass Offences at Changi Airport

In a media release on 2 November 2026, the Ministry of Manpower (MOM) said it is investigating about 45 companies involved in operations at Changi Airport over suspected work pass offences, including false declarations and the illegal deployment of foreign workers. Around 270 workers employed by contractors and sub-contractors of ground handling company SATS may have been deployed in breach of work pass rules. The investigations follow an MOM inspection in which Employment Pass (EP) holders were found performing baggage handling duties, with preliminary findings suggesting their declared salaries and occupations were false. Other work pass holders were also found doing work that differed from their declared occupations.

MOM has directed SATS to strengthen its oversight of its contractors and issued an advisory to other companies involved in its operations on their obligations under the Employment of Foreign Manpower Act. SATS said it had identified the irregularities during a routine internal audit. MOM said investigations are ongoing. Those found guilty of making false declarations in work pass applications can be fined up to S$20,000, jailed for up to two years, or both, while employers who illegally deploy foreign workers may face penalties of up to S$10,000 and may be barred from hiring work pass holders.

Unwed Parents in Singapore Adopting Their Own Biological Children to Secure Legal Recognition

CNA reported on a lesser-known aspect of Singapore's adoption framework, where children born outside marriage are legally regarded as "illegitimate," and in some cases, their biological mother or father must formally adopt them to change this legal status. Adoption allows access to benefits otherwise unavailable to unwed parents and their children, including recognition as a "family nucleus" for HDB purposes, the Baby Bonus cash gift, inheritance rights, and the Qualifying Child Relief tax benefit. A parliamentary reply in 2025 stated there were an average of about 745 non-marital births a year to Singapore citizen mothers from 2020 to 2024, with only 12 of these children adopted by their biological parents over that period.

The adoption process for a biological parent follows the same core requirements as for an unrelated adoptive parent, including a mandatory briefing, an Adoption Suitability Assessment, interviews, home visits, background checks, and a court application. Unwed parents additionally need the other biological parent's consent to relinquish parental rights, which mothers described as emotionally difficult in some cases, particularly where there had been estrangement or abuse. Biological fathers face further requirements, including proving paternity, securing sole custody, and obtaining a special court exception to adopt a biological daughter, since single men are otherwise barred from adopting a female child. Mothers cited in the report described the process as lengthy (often 18 months or more) and costly (S$5,000 to S$7,000 or more in legal and administrative fees).

In response to the report, a spokesperson for the Ministry of Social and Family Development (MSF) said government benefits supporting a child's growth and development are available to Singapore citizen children regardless of their parents' marital status, and that unwed parents do not need to adopt their biological children to qualify for these benefits. MSF said that where certain benefits or laws differentiate based on marital status, this reflects the government's longstanding policy of supporting parenthood within marriage.

Under the Constitution of Singapore, a child born outside marriage only acquires Singapore citizenship, whether by birth or by descent, through the mother's citizenship, not the father's. Separately, under ICA's Family Ties Scheme, an unmarried child under 21 qualifies to be sponsored for Singapore PR by a citizen or PR parent only if the child was born within a legal marriage, or has been legally adopted by that parent. S$8.8 Million Lost to ICA Impersonation and Fake PR Application Scams Since January 2026

The Singapore Police Force (SPF) and the Immigration & Checkpoints Authority (ICA) issued a joint advisory on 25 September 2026 warning of two distinct scam variants involving ICA impersonation, with at least 148 cases and S$8.8 million in losses reported since January 2026. In the first variant, victims receive unsolicited calls from scammers claiming personal details were misused or linked to criminal activity, before being transferred to a second scammer posing as a China official who demands money for "investigation" or "bail" purposes. At least 117 cases of this variant have been reported, with losses of at least S$8.4 million.

In the second variant, victims encounter social media advertisements offering help obtaining Singapore PR, which lead to fake consultancy websites requesting personal details. Victims are then contacted via WhatsApp and misled into paying fees of S$200 to S$9,000, told this would improve their chances through investments, academic certification purchases, or donations. Some victims later receive fraudulent emails containing a fake In-Principle Approval (IPA) letter bearing the ICA letterhead, only discovering the scam when they contact ICA directly to verify it. At least 31 cases of this variant have been reported, with losses of at least S$400,000.

ICA stated it does not endorse commercial entities or consultants claiming to improve an applicant's chances of obtaining long-term immigration facilities such as PR, and encouraged the public to apply directly through ICA's website. Authorities reiterated that government officials will never ask the public to transfer money, hand over valuables or cryptocurrency, share banking log-in details, or transfer calls to police or other officials.

This advisory is a direct, timely reminder of why credential verification matters: a fake IPA letter with ICA's letterhead was convincing enough that victims only discovered the fraud by checking with ICA directly, and that same verification instinct applies to any PR-related outreach that comes through social media ads or unsolicited messages. ICA's own advisory is clear that no commercial consultant can improve an applicant's chances, so any offer framed that way is itself a red flag, regardless of how official the paperwork looks.

NDR 2026: Singapore's Multiracial Character Will Endure Even as Country Stays Open to Newcomers, Says PM Wong

In his National Day Rally speech on 23 August 2026, Prime Minister Wong said that even as Singapore stays open, its multiracial and multireligious character will remain, with Singapore continuing to broadly maintain its current ethnic balance, a policy PM Wong said has served the country well. Man to Be Charged Over Fake Employee Passes and Official-Looking Stamps Linked to Scams

A 23-year-old Malaysian man will be charged on 13 August 2026 for allegedly possessing fake employee passes and official-looking stamps bearing the emblems of the Supreme Court and the Ministry of Home Affairs. He was caught at Woodlands Checkpoint on 11 August after being directed for enhanced checks at the arrival bus hall, where several fake employee passes bearing his own photograph were found on him. Police said investigations showed he had no employment history with any of the organisations whose passes were found in his possession.

Police described counterfeit passes and official-looking instruments of this kind as tactics commonly used by scammers to lend credibility to their operations and deceive victims into believing they are dealing with representatives of a legitimate organisation. The man will be charged with making or possessing a counterfeit instrument with intent to commit forgery, an offence carrying up to seven years' imprisonment and a fine upon conviction.

MOM Arrests 14 in Suspected 'Phantom Workers' Case Involving Inflated Foreign Worker Quotas

On 21 July 2026, the Ministry of Manpower announced the arrest of 14 people in an enforcement operation it believes may involve a criminal syndicate, comprising four company directors, nine foreign workers, and one key appointment holder from an employment agency. Second, the Local Qualifying Salary, which determines how local employees count towards a company's foreign workforce quota, rose from S$1,600 to S$1,800 per month on the same date.

Former Singapore PR Fined for National Service Default After Losing Permanent Resident Status

A 23-year-old former Singapore Permanent Resident was fined S$9,000 on 25 June 2026 after pleading guilty to remaining outside Singapore without a valid exit permit, with further charges relating to his failure to register for National Service taken into consideration. The court heard that he became a PR in 2014 as a child, left Singapore in 2020 during the pandemic, and did not register for NS despite receiving official notices. His PR status was revoked in 2022 after his re-entry permit lapsed.

Notably, the court proceedings made clear that losing PR status did not erase offences committed while he was still subject to the Enlistment Act. He was arrested upon returning to Singapore in 2025, and reporting on the case noted that his period of default fell just short of the threshold that could have attracted a jail term.

On 5 June 2026, a 43-year-old Singaporean woman was convicted of conspiring to make a false statement in a declaration form submitted in support of an Employment Pass application. According to court reporting, the case centred on an arrangement in which a foreign national paid S$360,000 under an investment scheme tied to an Employment Pass, with the court finding that the underlying employment was a sham and the pass was the only real benefit obtained.

Reporting noted that the foreign national involved had earlier been sentenced to four weeks' jail, and that he had understood the Employment Pass to be a step towards eventually applying for Permanent Residence. The offence of conspiring to make a false work pass declaration carries up to two years' imprisonment and a fine of up to S$20,000.

Update, 14 July 2026: The woman was sentenced to 10 weeks' jail. According to court reporting, the judge described her as having played a key role in the scheme, while disagreeing with the prosecution's characterisation of her as its mastermind. Reporting also noted that she is appealing against both the conviction and the sentence.

Higher EP and S Pass Qualifying Salaries Announced, Taking Effect January 2027

At the Ministry of Manpower's Committee of Supply debate on 3 March 2026, Minister for Manpower Dr Tan See Leng announced the next step-up in work pass qualifying salaries. From 1 January 2027, the Employment Pass qualifying salary will rise from S$5,600 to S$6,000 per month for most sectors, and from S$6,200 to S$6,600 for financial services. The S Pass qualifying salary will rise from S$3,300 to S$3,600, and from S$3,800 to S$4,000 for financial services.

Following MOM's established pattern, the new thresholds apply to new applications from 1 January 2027 and to renewals of passes expiring from 1 January 2028. The Ministry also announced that from September 2026, eight new occupations will be added to the Non-Traditional Source Occupation List, spanning food services, social services and air transportation.

New AI & Tech Track Under the ONE Pass to Replace Tech.Pass from January 2027

Also announced at the Committee of Supply debate on 3 March 2026: a new AI and Tech track will be introduced under the Overseas Networks & Expertise Pass (ONE Pass) from January 2027, replacing the existing Tech.Pass scheme introduced in 2021. According to the announcement, no new Tech.Pass applications will be accepted after 31 December 2026, and the new track's criteria will apply to renewals from January 2028.

A notable feature of the new track is added flexibility in meeting the salary criterion: recognising that senior technology talent is often compensated partly in equity, applicants will be able to count certain non-cash components, such as employee stock options and share ownership plans, towards the qualifying threshold.

Updated COMPASS Benchmarks and Shortage Occupation List Take Effect for New EP Applications

A refreshed set of COMPASS framework parameters took effect for new Employment Pass applications from 1 January 2026. The updates include refreshed salary benchmarks under the framework's salary criterion, reflecting rises in local PMET wages across sectors, revised qualification recognition lists, and an updated Shortage Occupation List, with several technology roles removed and healthcare roles added.

The same updates extend to renewals of Employment Passes expiring from 1 July 2026, following MOM's usual sequencing of new applications first and renewals later.
