It is a decision before it is an application
Singapore does not permit dual citizenship for adults, so a successful application means giving up the citizenship you hold now.
That is not a paperwork step at the end of the process. It is the substance of the decision, and it deserves to be worked through properly before an application is submitted rather than after an approval arrives. For many of the people we work with, this is the part that takes the longest, and it has nothing to do with forms.
The important consideration that comes with it
Under the Enlistment Act 1970, male Singapore citizens and permanent residents are liable for National Service unless exempted. After completing full time service they become Operationally Ready National Servicemen, with obligations continuing until the age of 50 for officers and 40 for other ranks.
For most families, the part that matters is what this means for sons. A male who is granted citizenship or permanent residence as a foreign student, or under a parent's sponsorship, becomes liable. He is required to register on reaching sixteen and a half, and is scheduled for enlistment into full time service at the earliest opportunity once he turns eighteen.
MINDEF allows pre tertiary study to be completed first, up to A Levels, a polytechnic diploma or an equivalent qualification. Enlistment follows once that stage is finished or once he turns eighteen, whichever is later. Deferment is not granted for university studies, whether or not the course has already begun. A young man granted status partway through a degree may have to interrupt it in order to enlist if he cannot complete the course before his enlistment date. Families planning around a university place should understand this before applying rather than afterwards.
The liability does not simply lapse if the status is given up. Renunciation applications may be withheld by the Government where National Service obligations have not been discharged. Defaulting is an offence under the Act, and carries a fine of up to $10,000, imprisonment of up to three years, or both.
Giving up or losing citizenship or permanent residence without having served also carries consequences well beyond the individual. It weighs against any future application to work or study in Singapore, or for any long term immigration facility. It also affects family members: their own applications, their ability to sponsor others, the renewal of their Re-Entry Permits, and any application they make for citizenship or permanent residence.

The timeline is longer than PR
ICA's published guidance is that most citizenship applications take around twelve months. In practice it varies, and some cases run longer without anything being wrong.
As with permanent residence, the process is quiet. There are no progress updates and no way to expedite a decision. If ICA requests further documents partway through, that is routine rather than a signal in either direction.
If the outcome is not what you hoped for
ICA does not give reasons for an unsuccessful application, and there is no explanation to work backwards from. Applicants may apply again.
What tends to matter on a later application is a genuine change in circumstances rather than a rewritten submission. Applying again quickly, with nothing materially different, generally produces the same result.
