What the process actually involves.
There is no published formula
ICA does not publish a points system, a scoring matrix, or a salary threshold for permanent residence. This surprises many applicants, particularly those who have moved between countries with published criteria and expect the same here.
The factors referenced publicly include family ties to Singapore, economic contribution, qualifications and length of residency. None of these operate as a threshold. There is no figure that guarantees an outcome and no number of years that entitles anyone to one.
This is also why two applicants with similar salaries and similar job titles can receive different decisions. The application is assessed as a whole, not scored line by line.
Consistency matters more than most people expect
What is within your control is how completely and how consistently your situation is presented. Dates that do not line up across documents, employment gaps left unexplained, or a family situation described one way in a form and another way in a supporting document all create questions that nobody is present to answer on your behalf.
An application is read once, by someone who has only what is in front of them. That is the practical case for preparing it carefully rather than quickly.
The months of silence
ICA's published guidance is that most applications are processed within around six months. In practice that varies, and some cases take considerably longer without anything being wrong.
What applicants are rarely prepared for is how quiet that period is. There are no progress updates, no indication of which stage a case has reached, and no way to expedite a decision. For most people the only visible change is the status in the portal, which stays the same for months at a time.
Occasionally ICA requests additional documents partway through. This is a routine part of the process rather than a signal in either direction, and the useful response is simply to provide what is asked for promptly and completely.
In our experience the waiting is the part people find hardest, more than the paperwork that precedes it.
If the outcome is not what you hoped for
ICA does not provide reasons for an unsuccessful application. There is no explanation to work from, which is why speculation about the cause is rarely productive.
An unsuccessful application is not a permanent bar. Applicants may apply again, and a great many people who hold permanent residence today were not successful the first time. What usually makes the difference on a later attempt is not a rewritten form but a genuine change in circumstances: additional years of residence, a change in employment or qualifications, a change in family situation, or a stronger and more visible connection to Singapore.
The honest position is that timing often matters as much as preparation, and that a second application submitted too soon, with nothing materially different, tends to produce the same result.
Three things worth setting aside
That length of stay entitles you to approval. Years in Singapore are relevant, but they are one consideration among several and they do not accumulate into a right.
That an agent can influence the decision. Nobody outside ICA has any bearing on the outcome. What professional help can do is make sure your case is complete, consistent and properly presented, which is a real contribution and a different one.
That the process is adversarial. It is an assessment, not a contest. Presenting your circumstances accurately serves you better than presenting them favourably.
